Safe water and sanitation are fundamental to human development. When people are deprived of these, they face diminished opportunities to realise their potential as human beings. The Millennium Development Goals provide a benchmark for measuring progress towards the human right to water. That is why halving the proportion of the world population without sustainable access to safe drinking water and basic sanitation is a key target in its own right. But achieving that target is critical to the attainment of other goals.
