Europe has undergone major changes since the beginning of the cold war and the last decade has proven to be a very challenging chapter. To reach a consensus, EU’s member states would have to cooperate, but the tools to achieve this were absent. With the introduction of the Treaty of Amsterdam the member states had to submit to the ruling of the European Parliament. The result was significantly strengthened security policies. I have made use of earlier research of Eu’s security policies to make my own observations and conclusions of how the European Commission's role has changed during this period. Indicators such as Permanent Structured Cooperation, Neofunctionalism, Intergovernmentalism have been considered as part of the analysis. The study is conducted through a qualitative text analysis of key EU policy documents. This is complemented by process tracing to identify causal mechanisms. I have also investigated policy documents that shed light on the European Defense Fund and how that was implemented. The study concludes that the Commission has become a central actor in EU security politics.
