Mainstreaming Bioenergy Systems: Parameters of Breaking Dependence on Fossil Fuels by 2020

The work has involved a search for insights into the "detail" of the path-dependant nature of a country’s movement away from oil. Three main strands of work have been involved. Firstly, an examination of the implications of a recent Swedish policy announcement that the country will pursue independence from fossil fuels – with particular focus on oil replacement and flow on effects to the bioenergy sector. Secondly, a cross case country comparative analysis of related policy initiatives on breaking dependence on fossil fuels in the Netherlands, Finland and Sweden was addressed. This part of the work examines the indicative strategies of the countries, the importance of path dependency factors, and the relative significance of the support measures for bioenergy (or other alternatives to oil and fossil fuels). Thirdly, a number of underlying "systemic components" for oil independence and bioenergy systems were examined – this work has significant focus on Swedish parameters but also includes and compares items from other countries (Poland, the UK, Finland, Germany and the Netherlands).
