The Use of Data and Analysis as a Tool for Cluster Policy

Prepared under the framework of the European Cluster Alliance (ECA), the report provides an overview of existing good practice examples of different tools and analytical methods used during the cluster-making process.



The report is based on the results of an international survey of experts working in the field, and the outcomes of a workshop organised in Copenhagen in September 2008. A number of databases were presented at the Copenhagen conference related to benchmarking clusters, cluster-based economic strategies, and policy-tailored cluster analysis.



Importantly, the report presents a series of needs and recommendations for action expressed by policy makers from across the EU that could be tackled at EU level, including the need for a methodology for measuring cluster performance, and the appropriateness of the business environment for clusters. Policy makers, it was noted, also wish to be able to learn more from international experiences and to have methods at their disposal to analyse emerging markets.
