The European Employment Strategy (EES) is a European open-method of co-ordination, which intends to reduce the unemployment numbers in the member states. Finland has been used as a case study, and the thesis aims to capture the EES’s potential to affect domestic employment policies, and co-ordination between different levels in the frames of unemployment of young adults. The analysis has been made through multi-level governance. Furthermore, the thesis includes empirical work in the form of two e-mail surveys, which have been sent to relevant employment actors in Finland. The outcomes of the surveys and analysis indicate that the basic idea of the EES reflects on the concept of the multi-level governance, but in reality there is a need to improve the co-ordination between different levels and actors, and focus on the implementation of employment policies at the local level.
